Will be the "progman.exe" included in final version of Windows Vista?

You mean Windows 3.1 Program Manager? It's not in the latest 5308 build - .17 or .60.

Doesn't seem to launch in Windows XP either...
But, if possible, and within financial capabilities, Microsoft should remove legacy elements such as this...

It seems that ProgMan.exe (Program Manager) will be replaced with "Program Launcher" ;) http://origamiproject.com/blogs/team_blog/archive/2006/03/08/4.aspx

We announced the Microsoft Touch Pack which is a new set of software built exclusively for UMPCs. That means only OEMs who ship UMPCs can preinstall the Touch Pack.

Not quite... the Touch Pack is a seperate program for Origami devices - Progman will not be returning for Vista ;o)
In theory, because XP has Progman, the Origami will technically have it as well, but it's 16-bit and pretty much useless.
